Etymology
羅 (orthographic borrowing from Cantonese 羅省枝利 (lo4 saang2 zi1 lei6)) + 府 (fu, “prefecture”), coined by poet Funabashi Moshichi (船橋茂七) in 1894 for use in a Chinese poem (漢詩).[1]
