tù nhân (“prisoner”) + lương tâm (“conscience”). Likely a calque of English prisoner of conscience, because such a concept is not acknowledged by the Vietnamese government as existent in Vietnam. Compare Japanese 良心の囚人 (ryōshin no shūjin).
